High Risk Worker Protection Advocates Inc.

HRWPA is a Philippine industry worker-protection and safety advocacy organisation. Our members work at height, in confined spaces, on energised systems, on ropes, on scaffolds, underwater and in demolition — work where competency and equipment integrity decide whether people go home.

Mandate

HRWPA is not a government regulator and does not issue statutory certification. We operate as an industry body: we set out good practice, verify evidence of competency against it, elevate worker voice, and advocate for stronger protection through the proper tripartite and regulatory channels.

Worker protection

Advocating for fair treatment, insurance, welfare support and the right to stop unsafe work without penalty.

Competency recognition

Building a credible record of high-risk work competency so skilled workers are recognised across employers and clients.

Practice guidance

Technical committees develop practical guidance for rope access, confined space, hot work, lifting and other high-risk activities.

Tripartite engagement

Contributing worker- and industry-informed recommendations to government, labour and employer consultation processes.

Membership

Workers and companies can register in Sentinel and apply for HRWPA membership. Membership status is shown on the safety passport, and members receive priority access to competency verification, practice guidance and advocacy updates.

HRWPA is an industry worker-protection and safety advocacy organisation, not a government regulator. HRWPA verification, assessment and documentation do not replace statutory certification, government inspection or regulatory approval by DOLE, OSHC, TESDA or any other authority.
